Start on /r/buildapc.
CCP shaped dildo to put in one of your orifices sadly not included.
No more money for CCP (Can't Complete Projects).

I would suggest waiting until legion is into open beta or launched before thinking about specifics.
Generally though you want: Mid range CPU (i5 3.4ghz) Hunk of ram (8 / 16 gig) SSD drive 120-200 GB for windows and legion Big slow drive for 'movies ;)' Just under top range Gfx card that gives best performance per $
The Toms Hardware articles are really good as a basis, http://www.tomshardware.co.uk/build-your-own-budget-gaming-pc,review-32915.html
they do them frequently, just wait till legion comes out (in case it runs better on a certain make of card or benifits loads from 8 core cpus or whatever) then adapt the latest toms hardware build and profit :) |

If you can (or have a friend that can) assemble a pc for you then you can get a kickass rig for the same price as a ps4, read some hardware tests/reviews, talk to a nerdy friend and buy components seperately. Never buy expensive named brands. Some Cheap'ish companies like Medion have very nice value for money on some models, but dont waste money on things like Dell, Hp or... Alienware(lol).

If it's for Eve/Legion, remember that CCP favours and codes on Nvidia GFX cards. There's frequently post patch problems with ATI cards (which are fixed fast, but it's still annoying when you can't play stably for a few hours.)
So regardless of what you pick, choose a GeForce over a Radeon. |

I will go with "wait" if this is entirely about playing Legion. If you are going to play other stuff and just want a better PC for games, go with the above links.

This is what I did. I talked to my brother in law's friend who asked me what I was looking for in my gaming computer. He compiled a list of parts from some websites. I paid for the parts and he put them together. The result was a $600 computer that would have been $1000 or so if it was sold by a big fancy company.
I'd say walk in my shoes for a day, but you probably still won't understand.

This ^
Dear god, THIS ^
I used ATI graphics cards before and it annoyed me how the whole patch process worked. There were also stability issues with the ATI cards. NVIDIA seems to have a much more robust card and patching process in place and they might have good deals for you since they have partnered up with CCP on many occasions.
