You guys should absolutely make Eve: Legion. If it truly is just a prototype at this point, without a certainty to be pushed into full-fledged production, then please go ahead and make Legion.
Legion looked fantastic. It was visually stunning. The concept, the execution and the images we saw were incredible. The game looks like it can deliver on what Dust 514 should have been all along. It seemingly will contain the richness and the vastness of New Eden, and it seemingly will capture that in a way that Dust never could.
From it's promise of killing drones during salvage operations to the opening up of true planetary landscapes with unique properties to its player-driven market, Eve: Legion looks to be the real deal. I am personally excited to have the chance to play it.
But there's a few points of feedback that should be included:
Don't leave the Mercs--the guys and girls on these forums who have devoted their time, money, feedback and energy to making Dust what it is today--don't leave them behind. You guys have to be able to transfer our Dust Mercs into Legion. The thought that I would continue as a mercenary in New Eden as someone other than Vespasian Andendare is not something I find remotely appealing. If there's balance considerations with respect to sp, isk, skills, etc., then work out an equitable solution to where we don't feel we get hosed and get to continue with our mercs we have fostered and grown but that doesn't wreck the new game. We just want to represent ourselves with, well, ourselves. Make that happen.
Next, if you're going to leave Dust for Legion, then make Legion one hell of a game. Make it awe inspiring. Make it complete. Don't release what is essentially a beta game because you want it out there quicker. Don't waste everything that we have struggled with over the past years with Dust in Legion. We--the players and CCP--have grown together with Dust. We have provided feedback about what works and what doesn't. We have voiced our concerns about balance and about play style and fun factor. Don't waste this because you want Legion to quickly hit the market. Dust was released in a "post-beta" state, but it never was a "release candidate." The Dust you have now--the 1.8 version of Dust--should have been what we got at launch. (And if I'm honest, it should have included the heavy weapons, vehicles, and maps from all races, too.)
Lastly, give Dust mercs some incentive to come over. Make us feel special. Give us beta access or something. Some custom skin, or some "thing." It's clear that we all love first person shooters set in New Eden. You have crafted a great lobby shooter with Dust, and we like it. So carry the greatness of the lobby shooter over with Legion and add in true MMO elements. Make the universe feel vast, and give the Dust mercs something, um, something "legacy." You guys know what customization options you have in mind. Make one of them an homage to the Dust mercs that have fought and died countless times. And then think of porting that game over to PS4 when the time is right. Many of us like console FPS (in addition to our PC games).
I personally hope Legion is a massive success. I hope the universe feels vast. I hope there is tremendous interplay with Eve Online. I hope the maps continue to be large and diverse, and I hope the game modes support a dynamically-sized battlefield with matchmaking that actually makes sense. I hope we get things like fighters that we can traverse the battlefield in and satiate our bloodlust.
Give us the game we all dreamed of and should have had all along. Do this, CCP, do this and you'll have an audience. You'll at least have one from me.

We saw a Dust tech demo in 2009 of what "could be," but the final execution of what we got was a distant relative to that vision. If they can deliver on the Dust dream, then I welcome Legion. If it's just Dust 2.0, then well, it'll seem like such a waste.
