Because someone at CCP thought it would be a great idea to let people farm supply depots for SP so they can get an easy OB.  I swear they will never learn, the community tries to tell them but CCP laughs at their tears, and with so many people crying I think CCP is just actively ignoring them to make them cry more. It has been cried about since closed beta of the OPness of supply depots yet they still do NOTHING
