Lets assume CCP have added the snare effect to counter fast moving suits, like the scout and assault from outstrafing all incoming fire.
I asked myself the following question today: Who does the snare effect on bullet hits actually affect the most?
The answer to this is clearly that dropsuits with big hitboxes will be hit more easily, then get snared, and get hit even more easily when snared, leading to the target being totally immobilized.
I notice this a LOT when I play my commando suit and get hit in the side by a combat rifle or HMG. You cant run away due to having an initially slow speed, that is then reduced by an amount due to being sprayed with bullets.
It is not even 'realistic' that it affects a heavy the most (http://en.wikipedia.org/wiki/Newton's_laws_of_motion). Heavy suits should have more "mass" than a scout suit. If it is moving in a certain direction, it should not be snared as much by infantry weapons.
This mechanic just has to go or be revamped, because it is not a fun gameplay element.

If anything hit stun should happen when you get hit by something big like a shotgun blast or explosion but thats only if they absolutely have to keep it, it would be much better all around to just do away with the whole thing

I don't really feel there should be any sort of snare effect on hit. I know people have demonstrated it, but it was never announced, and I don't recall a blue confirmation. I kinda wonder if it's a bug.
We need actual webbing mechanics that issue proper slow effects independently of bullets. Particularly on vehicles.

i'm not sure if it was just a case of CCP Logic or if some idiot actually asked for it though.

IWS confirmed it was intentional in the Bug report we were working on. He said its not intended to be long term, so it will be fixed at some point in the future, we just don't know when.
