The more the stacking penalty the less CPU and PG you have to pay.
Not fair that something cost so much but give so little.

First, it's not useless, it just provides about half of its original benefit. Second, this is a deliberate part of the game's design... you're not supposed to be able to insta-hack. It's meant to encourage balanced fittings. Use that low slot for a dampener, or a range amp, or armor, or biotics... there's plenty of useful stuff to put in there.
