No, that's a stupid mechanic ripe for abuse. That gives enough time for someone to spawn on a roof uplink, drop down without using the inertial dampener, and kill someone, all while invincible.
Again, the solution is simple: maintain control of your spawn points. If that fails, learn to recognize when an uplink or CRU is being camped, and don't spawn there like an idiot.

Take a few seconds to look at your spawn on the map bud, if its being camped youll notice blue dots dropping off the map.

maybe you could just ask those guys nicely not to shoot you until you are ready to engage them, perhaps after they let you shoot them a few times, or you could spawn somewhere else while a significant portion of their team is preoccupied at that one spawn point

It's not my fault when you spawn as I'm shooting an uplink. Not intentionally camping, always an accident. I hate that too. The only fix I see would be to allow us to blow up friendly uplinks. Some people are just stupid and will put them anywhere. |

Get in a squad and be aware of what is going on in battle.
Whoever placed the uplink has the choice to destroy it by throwing the same type of uplink out elsewhere to get rid of it. Myself and the other uplink spammers I run with make a habit of spawning at the MCC and dropping the matching link to destroy the frontline ones when it is obvious it will be camped if it is not popped already.
This is part of why I am happy they made running GOOD uplinks so SP intensive.

Just crouch down so as they are killing you, they will hit the uplink as well saving the rest of your team clone deaths!!
Seriously, this is why I go 100 meters out of my way to drop my uplinks somewhere safe. And look at the map to check out what the other blue dots are doing before you come out, sometimes you can even see the streams of a plasma rifle firing back and forth.
