I think it might be gallente, since there more based around reparing armor. I'm probably wrong tho.
I'd say walk in my shoes for a day, but you probably still won't understand.

AFAIK the Gallente are the ones who most often have armor rep bonuses.

Every race has them, though the gallente popularized the nanite armor repairer technology, which pumps floods of nanites all over a ships armor and eventually overloading them and essentially spot-welding them in place to fix any issues in armor.
It's worth noting that your armor is prettymuch only scratched until you're in structure in eve *that's* when you have the big gaping holes in your ship.
