The skill claimed to increase turret speed by 10% per level. However, several tests in MLT and STD tanks showed the turret movement was exactly the same. SP for no gain but lvl 3 is require to get to turret optimization for CPU/PG reduction.
I have been unable to find any reaction from the Devs so I am asking the tankers if this has been fixed or not?

As far as I can tell, no.
It is actually quite interesting. I heard people grumble and moan about this bug back in about 1.5 but has no problems at all until 1.8 hit. I use Keyboard and Mouse for driving a tank and noticed that I could no longer turn my turret as far before having to lift the mouse (My desk as limited space for mouse movement). Wasn't an issue before but now I can't even track a tank driving back and forth with my turret when before I has no problem against that tactic. I sent a ticket into customer support with times I got from recording the time it took to complete a full rotation with my phone between two different characters.
I was basically told to do the test again so it was the same tank type between the characters and make sure it was the same settings. As you can imagine, this caused a fair bit of annoyance on my part. Paraphrasing: "The test would have been better if you eliminated all differences between the characters, aside from SP." I can understand wanting to know more information but I really wasn't expecting to hear "do it test again."
Anyway, here were the numbers I got with a Sica with Militia Blaster/Railgun between Joseph (Railgun Prof 4 and Blaster Prof 5) and a control character with no points in Turrets Blaster Speeds. Joseph: 7.49 and 7.46. Third test was messed up as I couldn't tell when exactly it completed its spin. Control: 8.92, 8.93, and 8.94
Railgun speeds: Joseph: 17.15, 17.14, 17.13 Control: 17.52, 17.59, 17.53
Got a reply that it would be passed along to QA.

That has been my unfortunate experience with them.
I have had them actually test a perceived problem prior to 1.7 where rail gun turret bonuses weren't applying to rail gun installations. That answer was rail gun turrets installations were not the same equipment as the other rail guns so - tough.
My last visit they told me not to send them bug reports or problems that didn't cost me equipment or ISK. Otherwise post on the forums. Which I already did but never got any response at all. A funny way to support your customers; Ignore them, answer questions but complain that the only place that actually will respond doesn't want to hear the news.
As far as the bug thanks. I had done a test alone and it seemed to indicate that nothing changed. My attempt at timing was not very successful but they were within a half a second of yours. One of my tankers has RG Prof at lvl 4 while KR has it at lvl 3. My heavy has Zero SP spent on vehicles/upgrades/turrets so he was my baseline. I also tested STD vs MLT as someone (a player) questioned that on the forums. No difference, BTW.
