I can't notice it when i'm getting shot by any weapon, only when firing my weapon then sprinting afterwards. I have also never heard of it...
Assassination is my thing.

If you're in any suit that depends on speed, you can feel it. It turns scout suits into armor tanked commandos and Assaults into Armor tanked Sentinels.

The effect you are describing is extremely noticeable and a different bug, it occurs as you describe. One that I hateGǪ so so much  The Sprint Bug seems to be related to shooting, charging weapons and changing equipment/weapons quickly.
The slowdown effect seems to happen when you are taking continuous damage, and is not as common as the Sprint Bug. It also seems to be less pronounced than the sprint glitch, meaning you slow down less. I only rarely experience this problem, but i run so few HP I may not notice it as much because I don't last long under continuous damage

Try getting shot by a CR or HMG. And while running pay close attention to the speed of your suit (use the scout suit to try it out), and be willing to lose just in case...what you just described was the "sprinting bug" which is another huge problem when it comes to CQC.
"One does not simply" run 11.12 m/s.
You do it with 63.00 Stamina Regen.

And it turns armor tanked sentinels running in open fields into plasma cannons. |

Like the HMG in TF2 that slows down enemies... i get it now, but i don't like it.

When an acr or hmg shoots my scout, it's like I'm running through quick sand. I don't really notice it so much with other weapons.
Gun control is not about guns...it's about control.
The only way to ensure freedom is by having the means to defend it.
