I have been thinking on how to keep this PC stuff from ever happening again when this one is over
Limit the amount of territory a corp/alliance can conquer/own/lock whatever you call it
This will in turn: Allow new PC corps to even try to be in PC Keep from a monopoly of isk farming from happening ever again Strategic attacking instead of the "o i want this planet, ATTACK!" Keeps PC proto stompers from going always being in public matches The absence of PC vets stomping constantly will allow new player to fight one another instead of out of the fish bowl and into the volcano
Basic stuff like that
Now i can already see the hundreds of posts of DNS bitching about it being unfair but is it fair that your driving away any new players? Ruining the fun of current players? Killing the game slowly and putting CCP employees out of jobs cause the game dies from low player base?

Thats a terribly sandbox crushing idea IMO.....
perhaps Districts instead of being conquered by clones operate off off a Soverignty value with established and expensive in terms of upkeep, command centres that anchor regions of space. Districts and planets far from the Command centres naturall degrade their sovereignty.
This means owning space costs ISK, this means eventually owning too much space without enough income is impossible, this also means far flung edges of an empire are constantly crumbling.
A corp who cannot afford to pay a Command centres Sov costs take a significant Soverignty hit across the entire region that Commando centre controls.

I never thought of that...+1
Edit: wait...this could also lead to stupidly big tax rates

Thats down the corporation. In times of economic trouble high tax rates become a necessity to tax your corporation members highly if they wish to retain their territory.
You cannot be allowed to farm ISK with no cost to the player base, this mechanic I feel is just another useful and flavoursome tool that can be used to make PC a harder, deeper, and more intense place.
E.G- Corp A is under attack. They own 30 Districts and 2 Command Centres costing them 20 Million ISK a week. However as we speak Corp A is losing Sovereignty across 4 districts at the edge of them command bubble.
Corp B sees this and waits until all four districts are within capture range, launching 4 attacks to claim them. Corp A begins to address these attacks but is haemorrhaging ISK by fighting. Eventually one tower goes into the red.
Unable to pay the extra 10 Million ISK Corp leader bumps up taxes to 50%, Corp A holds out for another 2 weeks. Eventually even this does not keep their Centre from going red and their districts under that towers control take a hit to soverignty.
With this corps B,C,D,E, and F scrabble to lay claim and attack those districts. Corp A loses 10 Districts but reclaims 5.
However now Corp A can afford their tower easily as their districts cover the costs, bide their time, and plot their own way to capture new districts.

Limiting the holdings of corps or alliances artificially has never worked in EVE, and it will never work in DUST.
What you'll get is:
Nyain San, Nyain San 2, Nyain San 3, etc. and they'll just ring in each other as needed.
I'd like to be your CPM1 candidate

Exactly my point.... artificial limits would not work......organics, in universe, or economic limits might however deter total control.

Simple work around to your idea.
Alliances. Oops, they already have them.
If you limit by the stated alliances in Dust the players will make their own offline and those that stick to the agreement will still control PC while you will still be trying to fix something that is not working. Again. Yet. Still. Take your pick.
Welcome to Dust
And so it goes.
