Nah. Goes against lore and doesn't make sense for the current flaylock to be switched for that. I'd be down for an equipment that does it, but not for an actual weapon.

No good for the flaylock but it's not a bad idea to have an EMP sidearm, only problem is it would make flux grenades a bit pointless. |

The idea has potential for sure; I don't see any reason, for example, why we couldn't have a plasma ammunition type for the flaylock.
But changing the flaylock doesn't really make sense in the context of the well-established EVE lore, and more importantly flux can't kill.
Maybe a laser-burst upon detonation or something, just to reverse the damage profile.
