actually you have no idea what your talking about I have tested this and aim assist will track a cloak scout that moves across your reticule while your ads. Aim assist will also track a cloaked scout that runs too close to you even when your not ads.

I noticed yesterday that cloaked scouts are still slightly visible even if they aren't moving: 2 of us were cloaked a short distance from each other, but I managed to kill the other one.
