Now, recently before 1.8 dropped, in 1.7, the damage mods went from 3/5/10%. This would create a high as heck damage payout for your weapons. But also, supposedly, in these damage mods, if you included different teirs of damage mods, the stacking penalties wouldn't apply. So...if you stuck two complex, you'd get a 17%, then an Enhanced - 22%, then a basic - 25%. I'm wondering if this issue was ever fully explored, or tested, and if it was, then was it ever fixed? If this is REALLY the case, then that'd probably explain why some people can dish out so effing much damage like the Outer Heaven Scouts, because they stack a Complex, then an Enhanced, and finally, a basic. This would add up to a total 13% if the stacking penalties didn't apply in this case.
Now, keep in mind before you go yelling at me that this isn't true, I will REITERATE that this was a rumor I heard. And a couple of my corp mates actually attempted this. If someone is willing, I'd really like them to test it out, see if it works, and hopefully, get these things a little more leveled out. I was just in an Ambush with Outer Heaven, and they were somehow ripping my COMMANDO with 1000+ EHP to shreds with CR's. I have over 600 Sheilds, and 600 armor. The armor I could understand, but in less than a single burst, my sheilds would be gone from a Combat Rifle.
This is why I'm asking around on this, and curious as to what's really going on. If these guys are still going 1.7 style, then that's not cool to me. ._. Kudos to them for figuring out a bug, but really? That's a little screwy if you can keep up the same act, and still have it working with a slight change.

The stacking penalty always applied to damage mods, even of different tiers. So, no, this rumour is not true.
Way back in Chromosome when we actually had the damage modifier stat display on our fittings, that didn't apply the stacking penalty to the stat but devs insisted that they were applied to the actual damage applied, then they removed the stat readout altogether, probably because they couldn't work out a simple way to fix it.

Even so, there are players out there that can do exactly what the OP says. I've got suits with just as high EHP as he mentions and also had those destroyed in a second from a single player.
As to the cause of this, I have no idea.

As to the cause of this, I have no idea. Because TTK has continually decreased since 1.0. Each day 1 OP weapon has the advantage. Those with SP to spare will rule the first week, probably through the first month. Then the Nerf Hammers will hit and things might start to balance once again.
The most likely cause for you HD is the bonuses have yet to register correctly in your brain. Mine either, BTW. If they pick the right suit with the right racial bonuses then the CR, RR and Laser are all top tier weapons. And if they continually pump their SP into all the bonuses of a weapon it really does become quite lethal.
Not to mention the best combo today is a cloaked shotgun to the back.
I ran BPO fits when 1.8 dropped because I had decided on a suit choice yet. I ran with an Exile AR and a Toxin SMG. Or a STD sniper rifle and Toxin SMG. If any Red got close I shredded them. Two seconds max to One Dead Red. And yes, I have high levels in both AR, SMG and Sniper Rifles.

No - you may be stacked with ehp and get killed in a second but that does not equate to damage mods not getting stacking penalties applied to different tier modules. If there is a problem and something is not calculating damage properly, it could be any number of crazy things - an enhanced damage mod staying at 3% instead of dropping to ~2.5% is hardly going to make that much difference to this equation.
Most rifles do what ~400dps? Add in headshot multiplier of 75% if they're decent shots and damage type multipliers, 10% from proficiency and another ~9% from two stacked complex damage mods and it's entirely plausible to kill a 1000ehp suit in a tiny bit more than a second.

Weapons are nerfed, suits buffed, remove penaltys from dmg mods, other way there no sense to use them besides heavy and sniper weapons. |

You're also doing the math wrong. It's not just 5%+4%+3%=12%.
It's 1.05*(1+.04*.87)*(1+.03*.57)=1.105. That's a 10.5% bonus.
