Are you asking for the pros and cons of armor vs shields on a heavy? Your title is a little vague.

For a gallente heavy you definitely want armor plates. Plates are what is going to increase your survivability and bc you're gallente, you get auto reps on your suit which helps more than you think. Shields are something you're still going to want to have, but:
Amarr + Gallente = Armor Stackers Caldari + Minmatar = Shield Lovers
Armor stacking let's you sit there and soak up bullets while you shred your enemy. Shields are great for hit and run tactics. You won't survive in a long drawn out firefight well but flanking usually always nets you a win before you have to disappear again and let your shields regen.
Gallente Heavies are a logi's dream though. When we find you, we hug your ass. You soak up the bullets and we keep you healed and fed. Find you a good logi and you'll do some good damage.
That being said, if you're just starting out, make sure you get Armor and Shield skill in Dropsuit Upgrades to level 5 before dumping all your skill points into plates. It will help you out more in the long run to get those skills up first.

My answer might be vague but it's the best I can give in regards to the way I see heavies today.
Armor Heavies (Amarr / Gallente)
PRO:
Damage mods (very important for a Heavy). A lot of base HP. A lot of eHP Very tanky and usually hard to take down head-on. Fluxes are like a box of chocolates to them. Strong area control (that really applies to most heavies but if you keep the latter in mind it can prove deadly).
CON:
Slow as balls. Relatively weak against explosives especially when it involves Mass Driver spam. Slow regen. Usually needs a logi by its side if you want to make a strong push.
Shield Heavies (Caldari / Minmatar)
PRO:
Strong defense against explosives. Strong defense against Projective and Rail weapons (very popular since their release). Fast regen especially with the amount of shields that they have. Hell of a lot faster than the armor heavies. No need for a logi. Faster heavy (only applies to the Minmatar)
CON:
Flux on flux ya' done! Once your shields are gone you have to hide in order to defend yourself properly. Unable to fit damage mods without having a shield penalty. Low base HP. Shields are prone to many things, especially fluxes and Scrambler Rifles.
Both types of heavies have their strong suits. They, however, vary greatly on a person's play style and the situation at that time. I would personally prefer to go Armor heavy if I have to defend an objective with my life. But if I have to make a strong push and go from objective to objective (long distances) I would go with a Shield heavy any day. Again, it varies greatly on the situation and a person's play style.
