Here's my idea to both fix PC and implement PvE at the same time:
TL;DR: Remove clone sales to NPC corps and add a PvE aspect to PC districts. The PvE will consist of killing rats (probably drones or something, I'd imagine it'd be similar to wave-like battles in other games) that will affect how efficient the district is (clone production for defense or corp-to-corp trading and planetary interaction efficiency in EvE).
So we know everyone's all in a tizzy about PC and there are a good number of us waiting for PvE, so I got to thinking and I came up with the idea to combine the PC aspect of the game with the possibility of PvE.
Here's how it will work: Districts will be fought over and won by player corporations same as they are now. They'll still produce clones for defense, but there will no longer be sales to Genolution (?) for ISK (if a district if full, a portion of the overflow clones can be sold to other districts for money or to bolster their garrison, but cannot be used for the home district). Instead, money will be earned through bounties.
When a district is held, it will occasionally be attacked by rats (NPCs you can kill; perhaps drones, marauding corps, or vandals, etc.). These entities wreak havoc on the infrastructure of the district, considerably reducing its efficiency in clone making and collection of resources for EvE's planetary interaction. As a reward, your district will produce clones with more efficiency and your district area will be more fruitful for EvE PI, and in addition, the attacking team will also receive a bounty payout from Concord or other authorities for the efforts.
There are many nuances that I have overlooked, but this is more of a general idea of what should be, imho. There are many benefits as well:
- It will be difficult for large corps to turn a profit by themselves. Stacking managing of efficiency on top of regular PC defenses will make even the largest corps exhausted. This will either force a downsizing of district ownership, opening more districts to be owned or...
- ...corps will let PvE fights be contracted out. This allows those uninterested in PC to still access and make a living off PvE and still be part of the meta game. Not to mention both sides benefit (host corp makes a little bit of money without having to do much and the other makes money as well and has fun).
- Further integration with EvE through effecting PI
I need to get going to class so I can't end this properly, but I'll try and edit this when I have more time to think. Anyway, tell me what you guys think.

Though there are some good ideas in this OP, nothing like this will be possible in PC1.0. Not with that attitude.
Still, I would like to see some development toward this, but we'll see what FanFest has in store.
