So there have been a lot of heavy weapon discussion out there. I thought I would toss in my idea for the mid-long range (more mid I think) heavy weapon for the Caldari.
As to the nay sayers that heavies would be over powered with long range you need to think less HMG rate of fire... or even RR rate of fire, think more along the lines of the bolt pistol (which is probably one of the best balanced weapons range/dps wise) Rate of fire should be 50-75% higher than the Bolt pistol. have the same charge mechanic as the RR, BP, and Magsec. Probably about the same time as the RR. Damage wise it should over all be able to dish out the same amount of TOTAL damage the HMG can (scaled accordingly as CCP makes adjustments) so that should be balanced between clip size.
Lets pretend I am terrible at the maths and this is my feeble attempt to number crunch to provide a fully developed idea.
Rate of Fire: So I said between half and -+ again as much rounds per minute as the bolt pistol which is 150rpm (I did a couple different numbers for potential): 50% = 225rpm 60% = 240rpm 75% = 262.5rpm
Other weaponGÇÖs rpm for comparison: HMG = 2500 Rail Rifle = 461.54 Combat Rifle = 1200 Assault rifle = 750
So rpm wise this weapon would not be spitting lead and would feel like it could dish out damage, not in a burst fashion but a more sustained RoF.
Damage!!!!!!! As stated above the damage should be based on the total potential raw damage of the HMG which has 7650 per clip (18 damage with 425 rounds per clip) The weapon should have a 100 round clip, large but not excessively so. Which would put the raw damage per round at 76.5 with a total of 7650 (just like the HMG)
Range I think the different heavy weapons will fulfill different roles. So HMG is CQC short range, Amarr laser will be long, gallente mid-short, and caldari at mid-long. I think the optimal range for this weapon would be about where the HMG ends (which is at about 35m I think) so optimal for this weapon should be ranged at 45-70m.
Conclusion I think this would fill a niche area for heavy weapons without making them over powered. I would love to hear some constructive feedback on everything I mentioned to make some kind of adjustments.

I think a very low fire rate, charge-type heavy weapon akin to the bolt pistol would be a good place to start for a longer range heavy weapon.
One thing I'd like to point out is that you have Amarr and Caldari backwards, Caldari should be Long Range and Amarr Mid-Long Range.
Like my ideas?

In EVE yes you are right about the weapon ranges... however it has been made clear that DUST developers are taking a different angle: lasers are long and caldari are mid-long. I would prefer things to be adjusted to the EVE lore but hey I don't have control over it.

So the semi auto Scrambler rifle has similar optimal to a rail rifle, but the rail rifle has quite a bit more effective range. If you look at the assault scrambler rifle it falls far behind the rail rifle. So Caldari are clearly longer range.
