[Opening] Right now, scanning is very binary, and is the realm of only light frame suits. If your enemy has a lower or equal precision than your suitGÇÖs profile, thatGÇÖs it, instant stream of information about the target. ThatGÇÖs very powerful, and considering the disparity between lights and medium frames, is practically wallhack.
An assault who is dampening his suit, or tries to fit precision enhancers is just wasting his time, and donGÇÖt even get me started on heavies.
Things to know: Precision - The lower the better Profile - The lower the better If Precision =< Profile, the profile is beaten and the dropsuit/vehicle can be seen.
[Range] One of the reasons this is true is because medium frames and heavy frames have extremely limited range, and that means fitting range amps. Sounds good right? ExceptGǪ An Assault has a base scanning range of 10m. When maxing out the scan range skill, thatGÇÖs 15m, and with a module, thatGÇÖs 21.75m. But wait, thereGÇÖs more! In order to actually see anything other than enemy heavies, you need to fit a precision enhancer too.
And here you see how quickly scanning becomes expensive, you need 2 module slots to even begin to play with EWAR. On a suit with just 7, thatGÇÖs highly expensive, and could be used for getting an extra 217HP(!).
The system IGÇÖm suggesting would work like this: All suits are capped at 100m maximum scan range. Before you panic, hear me out. There is now a new mechanic called effective scan range, and itGÇÖs value would be 25m/20m/15m on lights/mediums/heavies.
When inside your effective range, your precision is at itGÇÖs best, if your precision is 26dB, it will be 26dB within that range. However, outside that range your precision rises sharply, to the point where at 100m you will really only be able to detect tanks.
Precision enhancers would reduce your minimum precision, and by extension would reduce your precision outside of the effective range. Range amplifiers would increase your effective range by 45% just like they do now, but increase your maximum range by 15%. So in a way, they close the distance between the two, making it so that at maximum range you precision is lower than before, as well as being at a longer range.
[Detection] Currently, if your profile is beaten by even 0.5dB, thatGÇÖs it, game over, you canGÇÖt hide and the enemy has full intel about you.
That means that a heavy never really has a use for profile dampeners, as pretty much anything can detect a heavy and permascan it, and while mediums have slightly more use for damps, the disparity between them and lights makes it quite a waste of time too.
I suggest a new system, where once scanned, how long you stay on the screen depends on your profile.
For example, if someone has equal profile to your precision, they would show up for just a second, and they will only show up again in another 10 seconds. If that someone has a profile that is 10dB higher than your precision, they would show up on your screen forever. As an added bonus, if your precision is 15dB lower than the enemies profile, you will get an outline of the enemy.
What that means is that everyone has a reason to fit profile dampeners, because it will reduce the amount of time they show up even if their profile is still beat, and reduce the overall flow of intel the enemy gets.
[Alternative System] Another system, that is very similar to the one above, is that passive scanning simply works in 10 second pulses. Everything works pretty much the same from that point, but there are waves of info hitting at the same time, instead of happening individually.
If this system is used, I would also suggest a module that reduces the time between pulses. Pulse Charger, or something like that.
[Vehicles] Very simple but important, vehicles should have their profile increased. HAV - 100dB MAV/DS - 75dB LAV - 50dB No more stealth vehicles, until BOPS vehicles appear again.
[Conclusion] So here you can see that, with the system I have suggested above, everyone has a reason to use EWAR of some form, but being detected by even a single dB is no longer practical wallhack, so the system is no longer the binary mess it is right now.

I like the idea of an "effective scan range". That seems like an elegant solution having all dropsuits but scouts gimped in the passive scanning department.

An a slightly related note: how would you feel about modules that offer double the scanning bonus with an associated penalty? Perhaps one that gives the bonus of two scan range modules, but increases your scan profile. Or a double-dampener that increases your scan precision.
