If the direction that you are going in is to give racial bonuses to items then , shouldn't the Caldari have a racial bonus to the cloak and be the stealthy and visual scout and not the Gallente . It seems that you have given the best feature of the cloak " stealth " to the Gallente and not the Caldari . Gallente scouts can see with incredible range and accuracy and also have the ability to be extra stealthy at the same time while using a Caldari made product .
This just doesn't seem right .
If I'm a medic logi I have to speck into Minmatar to have the best chance because of the rep bonus , if I want to be an assault I have to become either a Gallente or Amarr because they have the best assault bonuses , for heavy the same because they have the point of entry defensive and offensive heavies .
I am Caldari but to get the best use of a role I have to cross-race role speck instead of just using my race's role because basically Caldari can produce a fine military product but their role bonuses does not reflect that for some reason .
With companies like Kaalakiota and Ishukone leading the way and by the way the cloak is a Ishukone product , you wouldn't think by their role bonuses ( faster reloading  , nanohives performance , visual highlighting which the Gallente somewhat share .. not to the extent of the Caldari but a Gallente can see a Caldari where a Caldari would have a hard time seeing a fully dampened Gallente scout . ) that they produce any military tech because they have no offensive bonuses and if it wasn't for the blanket bonuses of the Sentinel's , they wouldn't have a defensive one either .
I am Caldari but I have to cross-race speck to be the best mercenary because my race makes weapons but doesn't know how to use them or better yet , have a role bonus that reflects that fact .
Why is a stealth bonus given to a race that is the enemy of the race who's tech manufacture's the item is beyond me .
Just don't understand that one or why the Caldari seem so gimped .
Stop asking for tiercide , your killing variety and the fun of this game at the same dam time .
