You pretty much have to max electronics and engineering, at least that's how I feel. These are expensive skills for a new player to get, and I suggest to split these skills into two.
Electronics III --> Electronics Mastery I
Engineering III ---> Engineering Mastery I
The first tier would be a 2x skill multiplier, and would increase CPU/PG by 3% per level. The second tier would be a 3x skill multplier, and would increase CPU/PG by 2% per level.
The overall skill investment is the same to max out, but much easier for a new player to get the first 15%.

eh they just need more skills that effect equipment fitting. or have skills that increase efficacy of cpu and pg modules
admitting you are being illogical doesn't validate your point. It shows you know you are being dumb and keep talking

I like the idea alot, CCP will just need to tweak your numbers because of multiplicitivity. it will end up being 3% and mastery would be 1.739%

Weapon upgrades gives a 25% bonus to weapon CPU fitting and AWU gives a 25% bonus to powergrid fitting for weapons. Other skills provide bonuses to fit shields, etc. Dust does it rather contrary with having the individual weapons' fitting bonuses incorporated into each weapon. It's not only contrary; it makes fitting aggravating when you have to calculate the fitting for all your weapons differently.
