We need more officer variants of all the other weapons like the Rail Rifle, Combat Rifle, ScR, Nova Knifes, Swarm Launchers? Any ideas on how it would be done?

It won't ever happen. People have been asking for Officer Mass Drivers, Laser Rifles, Shotguns, Swarm Launchers, and all the rest for almost 2 years now. And CCP has not only never responded to the topic, but actually actively ignored it and pretended it was something the community didn't currently desire. So yeah, good luck with that.
And the way to create officer weapons is to increase the damage of the standard by 20% and increasing range by about 20-30%. At least that's what they did for Gastun's HMG, and is the easiest, lowest effort way to create them, unless you want to make variants that are uniquely kitted out. The other thing would be to create a weapon skin that's predominately black and silver, which is also something that would take a week per weapon at most. Mostly it just comes down to CCP being too lazy to do anything about it.

Well, all the officers weapons need is just a unique name, skin, and better stats then the proto variants of the weapon class... like how the Balac and Krin ARs do more damage and have way bigger clips then a Duvolle.

Been saying it for a long time, officer variants of all weapons and the p2p market would create a real endgame for vets....and its far more important than most people, including ccp, think. It would give every vet a reason to spend their isk on officer weapons of their choice, and give the noobs a real good source of income from selling them. We also should have officer suits modules and vehicles for the same reasons, giving vets an endgame, a huge way to give noobs isk income from vets.
Your post is making me facepalm very hard right now.

There are lots of individual stats that each weapon would benefit from a boost to. But if we look at the officer weapons we have now, most just have blanket increases to every area of performance.
