Currently, passive tanking is pretty unpopular in favor of active tanking, or simply going glass cannon. There's also the issue of cheap/free throwaway fits (including LAV fatty-taxis) that still take quite a bit of firepower to take down.
A fairly simple fix for this would be to nerf the eHP of all vehicles, and cause shield extenders and armor plates to add more HP than they do now.

2.) Well I am superb at everything, so I do understand your point .
Anyways, I think your approach to tanking is a bit off. Many of the tankers,I talk to, enjoy the thrill of timing modules for certain situations. They believe it adds more of a skill factor to overall tank gameplay. Passive just seem boring and easy.

Passive is underpowered? Have you missed the threads where people are calling or questioning the overpoweredness of Triple Repairer Madrugar? I believe even the popular ADS fits are full extender Pyton and Plate + Repairer Incubus, which are both Passive.
The only real complaint I have with vehicle balance is the current Damage Mods. 30% damage was meant for 40/60% hardeners. They need to be whacked down a peg (or 12 because kitten glass-cannons)
