It seems to me, one of the issues I see with the near blanket damage mod system we have in place now is, not all weapon systems are created equal, when it comes to needing them.
My idea is as follows: Explosive weapons tend to have a need for more damage modding than AR type weapons. So I think we introduce damage type specific damage mods. Eve does it and it works just fine. So why not Dust?
If you have a Mass Driver and you want damage mods, you put on 10% Dam: Complex Explosive Damage mods. If you want to up the damage on your RR, 5% Dam/2% RoF: Complex Hybrid Damage mods. It doesn't seem like a far fetch thing, because it works fine in Eve, but it would allow us to better control the damage outputs of various weapon systems, better.
The numbers are by no means a final idea, mostly placeholders. So please don't get bent out of shape, if you think the numbers are ridiculous, as I always welcome ideas to improve.

That would bring much needed variety but also could be dangerous. Imagine Min Commando with explosive dmg modifiers etc. Would be over nasty.

I agree that damage type specific damage modules should be released. I also know that CCP is absolutely terrible at balancing things in Dust.

+1 to everything in this post. Damage type specific modifiers should be a staple and could add more to the meta than just flat damage mods. And specific damage type resistance modules or EHP mods would also be great. For example, say, [insert damage type] Armor Resistance Amplifiers could be a high-slot module that finally gives armor tankers an option other than dual tanking or damage mods for their high slots, making the meta much more tactical than just stacking EHP or Damage.

But oh boy dust would become complex instantly and people wouldn't be interested in spending months to figure out your assault fit.
I think it's pretty good that they keep it fairly simple atm. Even I had trouble finding good enough information to skill into the proper commando suit based upon what type of weapon I wanted to use. Not even that is clear what suit has bonus for what type of weapon(damage).

If everything worked like that then it would go a long way to balancing.
Explosive dmg mods would give x percent bonus.
Shield and armour dmg mods would give x percent bonus, ect ect.
Then you can change prof skills to reflect this as well.

armour coating. new skil; armoru resistence coating. skillreduces cpu/pwr gird needs by 2% per level and increase resistence bonus by 1%. energized varient std adv complex high slot module. 30cpu/5pwr 35cpu/7pwr 40cpu/10pwr
reducres all incomeing damge types by 3/4/5%
limited to 1 module per fit.
adaptive armour coating (lower fitting but less resistence) 10cpu/1pwr 15cpu/3pwr 20cpu/5pwr 1% 2% 3%

Similar premise, but we could put mods put back to 3% / 5% / 10% and instead split them into increasing efficiency ratings of weapon damage to either shields or armor.
That way you could customize your favorite weapons a bit more to suit the needs of the battle. Proficiency skills in turn should provide more interesting bonuses besides just flat damage increases. Make Proficiency skills modify things more along the lines of RoF, heat build-up, clip size, optimal range, etc.
