I'm ready to dump a ton of sp into either weapon, the problem is I feel I may dump them into the CR only for it to be nerfed and the AR buffed, or dump them into the AR but it never receive a buff and always remain mediocre.
I can kill effectively with both, but the CR kills so ludicrously quick that only a fool wouldn't spec into this borderline OP weapon.
The AR has potential and had a decent damage profile, but sometimes struggles against brick tanked enemies.

I would not put SP in either past level 3 because of possible nerfs/buffs you mention.

RR since apperently it has a effective range of 235 dealing a minimum of 600ehp and still have bullets in that clip to terminate a clone

As of right now, the CR has a better damage profile (95% / 110% CR vs. 110% / 90% AR), higher DPS, higher effective range, and way less fitting costs.
Its only potential downside is that it's burst-fire and is susceptible to locking up in laggy conditions, meaning the gun isn't as responsive and doesn't register trigger pulls as effectively when framerate lag occurs. This is most evident when you have tons of nanohives and uplinks in the Gallente Research Facility, for example. Other than that, there's nothing the AR really offers to beat out the CR.
The main reason being right now is that anything in the <600 EHP range dies about just as fast to either CR or AR, but when you encounter Heavies who are mainly stacking massive amounts of armor your AR will do nothing but tickle them. The CR offers enough DPS that you can effectively melt a Heavy's armor down before he even turns around if you're good at sneaking.
The AR, in my opinion, needs a boost in RoF to put it ahead of the CR in terms of CQC effectiveness. It's supposed to be the short-range brawler rifle but is worse in almost every regard compared to the CR. CCP lists Hybrid - Plasma as "short range" while Projectile as (short-medium range). So they're both supposed to be good at CQC either way, but right now the AR has almost no advantages, so players looking to min-max and be competitive (aka run FotM) should go with the CR.
