Does the game currently increase a dropsuits scan profile when they are fitted with Shield Extenders or Armor plates?
If not, I think it should. I think this would help with the sneaky scouts that have more EHP than some assaults or logis...it could allow the assaults/logis to possibly see them sooner or it may discourage some scouts for brink tanking so much...
Does anything increase Scan Profile?

No nothing increases your profile. Keep in mind that most of the tanked scouts are gallente and they're tanking armor, not shields. Armor already has a penalty, just it isn't high enough to discourage scouts using them. If the penalty were higher and ferroscales were less fittings heavy, scouts would use them instead and the scout tanking problem would be far reduced.

I found the delay increase to shields odd considering, as the OP pointed out, EVE shield extenders boost the signature profile of the ship.

Scouts using tanking mods don't care about their profile. This change, though sense-worthy by Eve comparisons, would do little to nothing to discourage them. The real advantage tanked scouts have over assaults is that they can currently have the same (if not more) eHP as assaults with comparable or more speed. Increase the speed penalty even just a little and it will become almost pointless tanking a scout to be an assault suit.
That said, once assaults get their buff to stats/slots that particular inbalance will be taken care of anyway. I still think armor plates need fixing though, just not in this way.
Shields - shields are fine.

Signature profile also determines the chances of hitting the target.
I've always thought, and still do, that shield extenders in Dust should make the hitbox larger.

regardless of how small this impact may be, I still continue to think it makes sense and would like to see it done.
I am not sure about the hit box think, I kinda don't think it makes sense, but maybe. I'd still be nice to see the red dot on the radar and the red chevron first.

It discourages scouts just not those who think a scout is a great assault suit...and well they will have to live with a suits that has less hp and has at best comparable speed than an assault suit.
Also Sprint and strafe speed are double penalized...and brick tanked gal scouts are surprisingly rare compared to all the whining, what I see a lot is shield tanked cal scouts and I see them a lot. (but this may have to do something with their strange hit box).
