Gallente Scout + Dampening Gallente Scout = 23.63 db of profile Gallente Scout + 1 Dampener = 17.719 db Gallente Scout + 2 Dampener = 13.869 db
Gallente Scout + Dampening + Cloak Gallente Scout + Cloak = 17.719 db Gallente Scout + 1 Dampener + Cloak = 13.289 db Gallente Scout + 2 Dampener + Cloak = 10.402 db

Then what I'm seeing is if Active Scanners get buffed a few dB, then we can scan Scouts again. Even with the Gal Logi using PROTO SCANNERS, the only one that really scans enough scouts is the Duvolle Focused Scanner. |

In my humble opinion the passive scan precision of a Caldari Scout should be better than a Gallente Logi's active scan, why? I feel that giving up your high slots as a Caldari Scout is a greater sacrifice.
Gallente Logi already gets 15 db scans and a larger range, which is pretty good considering that it can stay competitive and have free active scans (4 Duvolle Focused Active Scanner).

I think the numbers for Gal Scout are off. Did you calculate the bonus from training up Complex Damps? Its Proto Suit + Complex Damp skill to 5 THEN you add the amount of Complex Damps. When I did the math on my most common suit with 1 Complex Damp, Proto Suit, and Cloaked I was actually down to 8db. |

The passive Complex Dampener Skill is already considered. I already tested using Caldari/Gallente Scouts but I encourage you to test it if you feel it can be wrong.
If you want to understand it you have to think about passive and active bonuses
1. Complex Dampener Skill - It is an innate skill that always applies to every dropsuit regardless of race or type. 2. Scout Dropsuit Skill - It is considered sort of "active", because they never apply to other dropsuits until you equip it. 3. Modules - It must be equipped in order for the game to "think" that the module is activated. 4. Cloak - It considers the cloak's dampening bonus when you activate it (equipping it does not activates the cloak)
Assumptions (Caldari Scout Level 5, Precision Enhancement Level 5 and Profile Dampening level 5). In one of my tests I tried the following scouts against each other and the results were as follows.
Caldari Scout (3 Complex Precision) > Caldari Scout (2 Complex Dampeners) Caldari Scout (3 Complex Precision) < Caldari Scout (2 Complex Dampeners) + Cloak
