Honestly high slots only have: shields, shield regen, damage mods scan precision mods, Melee mods (rarely used by anyone)
Thats it.
While the lows have, Armour, Armour reps, hacking, dampening, scan radius, Stamina, Sprint speed, Sheild regulators,
I know you couldnt switch out much due to balance but we either we need new high slot modules (resistance mods?) or swap some about like put scan radius & sheild regs in high.

there really needs to be an increase of modules that aren't tank mods but are valuable enough that people will want to take them.a dispersion reduction mod or something

Yah i do agree there have been any new Mods for Infantry on the High slots or even the Low slots for that matter in quite a while. Been alot of focus on new suits and weapons and trying to update there Arsenal as well as balance the game somewhat ( haha i know ).
That being said Some new Highs would be a nice addition other then just shield options, seeing as shields are completely under powered atm compared to armor! I like the idea of sometime of weapon upgrades that aren't based on the actual weapon dmg, maybe dispersion or kick and somethign along those lines.
What is the use of fighting if you haven't got a tolerable planet to fight over?

Yup.
Once upon a time, Caldari (high slot) frames had the tank/gank advantage, but low slot frame had the versatility advantage (which Is partly why I went Gal scout).
Because 90% of the playerbase only think in terms of gank/tank - when armour got buffed, people thought 'great, now we don't have to choose between tank or gank - we can have both!'.
With the major nerf to damage mods however - I bet people are looking at what to fill their highs and are realising they haven't got much choice but to fill with now 'UP' tank or gank mods.
Hopefully CCP will respond in what clearly the most appropriate manner - more versatility with high-slot mods.
They won't though - they'll majorly buff shields and damage mods and nerf every low slot mod (not just the ones that deserve it...). Then once the river of QQ has has become dangerously over flooded, they will nerf shields and damage mods and probably over buff some low mods (probs armour) but then further nerf other mods (because, y'know - that's balance).
Then when the river of QQ has raised again, they'll...well you get the picture.

Certainly one of the reasons everyone dual brick tanks in this game is because the only worthwhile thing to many player to put in high slots is shield extenders - other stuff only gets used if CPU/PG is too tight.
More non-shield mods for high slots please. I wouldn't mind kinetic catalysers being moved to high slots, even though I'm a gallente scout - since when were gallente supposed to be able to be the fastest suit? Not sure what else though. Range amps and dampeners are gallente, so need to be low slot, same with reppers. Armour mods are amarr, so should be low slots, same for stamina. Hacking mods could move too, I suppose they're kinda minmatar.

Wouldn't be opposed to other equipment/weapon modifying modules too but the effects will have to really be THOROUGHLY TESTED CCP to make sure they aren't OP.

Personally would like to see more offensive modules... AKA reload speed, clip size, so on so forth.
Agreed with OP, more high slot modules are needed.
