This. Use breach shotgun like a CQC PLC.

Does the bonus apply to sidearms also or just light weapons? You picked the worst Commando... Allotek Nanohives are needed for the suit but you eat it up too quickly. On Amarr you could just put a PRO triage nanohive as ammo would not be an issue if you use the single shot scrambler rifle.
Worst commando for run and gun yeah. Best commando for point defence with a logi.

Tac AR gets like 100 clips, breach Ar gets nearly double the damage-to-ammo as an AAR, and your Burst is good for 30-40m hipfire engagements. Plasma cannon is a bonus, and Shotty is a wonderful scout deterrant. Where is the worst in this? Honestly the Calcommando might be the worst when it comes to bonuses. Min commando is just a reskinned amarr medframe with twin lights. Amarr gets a bonus to some scary weapons yes, but they are terribly slow. Gallente commando is practically supreme, as it has no true drawback. You get 4 (albeit less effective than the other racials) AR's, an AV weapon(only Min gets this as well) and a CQC scout nommer that doesn't deal damage on its' user.
Oh, and shotty is a wonderful anything deterrant. Its not just for scouts. If you hit a heavy with 2 shots from the breach shotty, he will be pretty much dead.
