Brick tanked scouts, as a CalScout who runs ewar, are annoying. More so than to others, because it is these people who will get my scout suit nerfed into obsolescence. So let's make different penalties for different suit sizes.
A heavy suit is made for tank, tank, and more tank. Even his biology, down to his two spines, and his suit, down to the extra large shield amps, is about making his survivability go through the roof. Therefore, a heavy should take a reduced penalty for stacking health. Perhaps have armor give a 1%/2%/3% speed decrease on armor, and a 2%/3%/5% penalty on stacking extenders. He is made to tank, so he shouldn't be penalized as heavily for doing so.
A light suit is about speed and stealth. His job is not to engage the enemy, but to scout out areas for his other squadmates to engage. He should be hard to find, yet easy to kill if found. This discourages reckless behavior. Less health means mistakes are far more costly. His biology, with two hearts, is about stamina, speed, and endurance. They are lacking on the physical strength to carry heavy armor plates, and their shield amps are much smaller to aid in reducing scan profile. Therefore, they should have an increased penalty for stacking health. Armor could have penalties of 4%/7%/10%, while shield extenders could have 6%/9%/12% penalty. This means a scout quickly becomes ineffective if he stacks lots of health, with long recharge delays and very slow speed. This encourages them to fit health sparingly, and to fit biotics and ewar mods instead.
Mediums, who bridge the gap, would have the same penalties as now.
I love my ewar CalScout. I can find most anyone on the map, I can hide from all but proto scanners, and even then they need several levels in GalLogi to pick me up. I can see everything out to 54m, and only the most dampened scout can escape my scans. I pay for this by being glass; I have only 350 hp. A good sneeze will see me dead, and as such I must choose my engagements wisely, and strike only where I am not expected. This is the playstyle a scout should have.

So what's the penalty for shield brick tanking?
A recharge penalty? Really? So you make an Amarr and Gallente scout run at a slugs dying breath for using 1 plate but you can get an entire rack of shield buffer and only extend your delay by maybe 5 seconds. Give me a break. The shield penalty is laughably useless and is not as detrimental as the armor penalty. How about a real penalty like an increased hitbox, just like armor (and EVE) it renders you easier to hit.

Having different penalties for different suits is far too complex for CCP to not F up and will become exponentially problematic when new suits are introduced.
Someone had a good idea in the Barbershop about making regular plates (leave ferros and reactives as they are) and extenders % based but the idea needs a lot of expanding on.

Dude the Amarr scout runs at the speed of an assault so most of use will only notice the hp difference.
Its alright everyone, no need to worry it's just an Amarr scout :(

See my current post about market-trends for Shield Extenders vs Armor Plate - I'd think simply increasing the penalty on armor-plates is a valid option, but besides that, they are largely OK. Issue is more that people think HP is the only existing option in this game, which is why we see hybrid-brick-tanked scouts; meanwhile, I'll continue to kill people by being aware of where they are, instead of by out-tanking them.

If you prefer a Ewar setup and like it, do just that.
If you think that stacking HP is better than Ewar modules, then do just that.
I don't like it when People go:
I play this way, and this is the way I like to play so please nerf the alternative which I also can use cause I don't like to play it that way....
Stack HP or Ewar or a combo, its all up to you. Why nerf the way you don't use yourself? If you think the Ewar setup is better, perhaps thats the one that should get nerfed???
Not my opinion but I hope you see my point.
