          What did you expect? You picked the medic suit. You might as well wear a big target sandwich-board saying "kill me first!". It sounds to me like you picked a role you don't actually want- as a Min Logi, repping heavies is your one and only real battlefield role, in the same way that spewing bullets is the heavy's only role. If you don't consistently have good heavies to work with, you're gonna have a bad time.
  You should have put careful thought into your 1.8 skill choices. You already got all your dropsuit SP refunded, but you went right back to being a logi and it sounds like you expected to still be both a support unit and a solid front-line combat suit. That's not how role-based combat works. BrickedSlayerLogi514 is over, and none too soon. Get with the times. To have great repping power, you have to sacrifice your offense and solo viability. 
  tl;dr you specialized wrong and now you come crying to forums for another respec mere weeks after getting one? I have no sympathy.

I do want to play the healer role. Now do you have anything useful to say? I'm willing to sacrifice my offense. I'm willing to sacrifice my solo viability. I can't sacrifice my support viability...so what's left? Oh sh*t I have to sacrifice my survivability too? No offense, no defense, no solo viability. I have to sacrifice everything so that I can be healer? That's too much. Too UP. They don't even make it possible for me to do my job. Give logis more HP and better scan precision. Then maybe we'd have a chance.   No defense? You can still stack upwards of 800 EHP, and wield a light weapon like everyone else. Heck, grab a shotgun, they'll OHK 99% of scouts coming at you. However, your main form of defense comes from the heavy you're following around, his 600 DPS HMG, and the extreme difficulty of killing said heavy while you're repping it. 
  As for buffing your scan precision, no- scanning is a Cal Scout's job passively and a Gal Logi's job actively. This is a role-based game: if you need scans, bring a scanning class. Alternately, try using situational awareness. Scouts aren't hard to see, even when cloaked, and a good pocket heavy will melt them in less than the time it takes get a second shotgun round off. 
  I've seen plenty of effective Min Logis on the battlefield in 1.8, putting up solid scores and being a huge force multiplier for their squad/team. Plenty of logis are doing their jobs- not as easily as before, but still doing it well. Try harder?

Plenty of logis are doing their jobs- not as easily as before, but still doing it well. Try harder?  Hmmm....well like I said I have experienced glimmers of hope. I think part of the problem is that I  have to play the game with a total team cooperative focus but the heavies I rep aren't always in that mode and it gets me killed. It pisses me of when I'm helping them but they don't try to keep me alive. Or all the times I end up in situations where I'm trying to find their dumb asses and get killed on the way. I'll give it more time....I do like the new role-based paradigm. I think logis need more survivability though.   I feel your pain there- that's why I'm not a healer. I can't stand having to rely on (often mediocre to terrible) teammates.
  One strategy that might help you is to lock onto your heavy, then follow him by backpedaling and staring behind him- the speed gap is enough that you can do this indefinitely, and the rep tool only cares about range, not facing. Bam- you're much, much harder for a scout to take down now. Keep in mind that they can see the direction you're facing on the passive scanner. The simple fact that you're facing one way and the heavy is facing another will be enough to encourage many scouts to focus on different, less-aware targets.

  Uh, no? Incorrect, see below, for maximizing survivability and anti-scout capabilities while still having the holy trinity of logi equipment. edit: You can increase your tank to over 1k EHP if you're coordinating with another logi and spider-tanking, by swapping the complex repper for a complex plate. Your speed is unimportant since you'll always be way faster than the heavy.
