It was awesome. Specced into it for my heavy because of the range it has compared to the HMG but have also been using it on a scout. I have to tell ya, when it's good, it's good. Sometime there are minor issues with the hits but I think I know what it is.
Further testing will get me exactly where I want it to be.

I would love it had it not been for the range glitch. The damage output shocks many an arrogant player.

Well as I said I have speculations but here is what I think is happening with the bolt pistol. The weapon is not actually broken as much as it requires a lot of skill. Like the HMG before the hotfix it has an accuracy rating of 63. This means that you litterally have to be DEAD ACCURATE with it even when hip firing.
That's my hypothesis and I'm getting more and more convinced of it every time I use it.

A lot of people don't know how to use it because they are so used to Caldari ranged weapons taking no skill.
The Bolt Pistol Actually requires some mental cognition to operate it, something foreign to the Caldari.
I quite liked the gun. I even skilled into it further than I usually do caldari weapons. (As former Black Eagle knowing at least the basics of your enemies weaponry is a requirement )
(My way of justifying having Sniper Rifles to Level 4... ))

I couldnt say; I dont use Scr pistols and they got nerfed pretty hard in 1.8. If you need some range in your side arm then BP is the way to got.
50 meter optimal at proto level, can't go wrong with that
