First of all, Let me just say that I have not been at my ps3 for months, and probably won't be back for a couple more, unless somehow school ended a lot earlier.
But, I'd like to know about the new equipment known as the cloak.
How quickly does the cloak go into effect?
How quickly does it phase out when you deactivate it?
How much cool down does it have?
What cool down system does it use?
How quickly can you shoot after deactivating it?
Is there any shimmer to scouts that walk with it? Sprint with it?
Is it worth it?

I wouldn't fret it too much. I hear they're removing cloaks with the next update.

I'd rather be unscannable than invisible.

It goes into effect instantly after pushing the button.
It takes a second or two to deactivate, but you can fire whilst it's deactivating.
The cooldown depends on the cloak, but there's no strict cooldown - as long as there's duration remaining on the cloak and you have above half charge for your cloak left, you can recloak immediately. Cloaks recharge at a rate of 1.5 seconds cloak time per second for the basic, and 2 secs cloak time per second for advanced and prototype. They only recharge whilst decloaked.
You can shoot immediately on deactivation.
There is noticeable shimmer to scouts who are moving with it. It's quite difficult to see when they're standing still though, but not impossible.
You have long since made your choice. What you make now is a mistake.

Maybe then people will stop complaining, Then start up again on dropships, LAV's, and other infantry weapons as they always have ;)
But seriously?
Well, never mind about the cloaks. Guys went pro MLG with scouts before cloaks were ever around. I'm sure a Dampened scout can easily do well.
I've run against a squad of 6 MLG scouts pre 1.8, They were badasses and destroyed my team, lol.

It takes a second, there's a little blue flash and then you're invisible.
About the same as activating it.
Varies by tier, and you only need a half charge to activate it.
Imagine stamina but you can only run with it half full or more.
As fast as switching from any other equipment, there is a little overlap from the delay, but it's marginal.
Yes, more so yes. I'm unsure if it's less if you crouch walk/ walk slowly.
Depends, it's a useful tool if you use it, but you don't need to to be successful. As for the higher tiers, I only have the basic but I could see getting the advanced. Proto just looks like overkill.

I saw a thread complaining on the fact that you can shoot immediately after deactivation. Having not played yet, I know I'm not in a position to say a lot, but it sounds as if it's best to use for executions or closing distances.
