So you have amarr scouts then. When they got released the cost only half the amount of SP. That got fixed and the SP you didnt have to fill the gap has beeing added as "negative SP balance"

its for the fitting reductions on the new sidearms... were only 2x when should have been 5x... or something of the such....

I got this issue last week and I wasnt specced into any of the new stuff and it was quickly dealt with. There is some rare issue where it can occur.
