I would pay ISK to see the expressions when I decloak and they see a scout with a Mass Driver. But yeah, a lot less 'scouts' would be seen.

SMGs/nova knives have the lowest, shotguns high alpha has the highest. That would make balance way easier, and make running lighter weapons more desirable.
Best PVE idea I've seen.

But 4 seconds would be massively too long. 1 second seems to be about the delay if you manually decloak now and that would be just fine. Gives time for the sound to actually happen (if the audio gets fixed because it's been awfully buggy lately) and then no one can complain about getting insta-killed by cloaked shotty nonsense.

This could work but the animation needs to go way faster, remember we can't carry a gun while we are cloaked and we are not even invisible. The folks complaining are mostly those that are too lazy to pay attention to their surroundings.
So being visible without the ability to shoot is a drawback that would make the cloak close to useless. In the current state the cloak does not protect very well when crossing open spaces. I have been sniped quite a lot while cloaked and I do not even sprint.
So honestly those who have a problem with the cloak are just lazy and unaware... |

Should I be upset that not only have I been posting the exact same thing in every other 'nerf scout' thread I see - but also, I kinda 'stole' this idea from someone.
Whatever - good idea is good idea. By the time the animation has ended you are decloaked, certainly by the time you have a weapon ready in your hand.
I think it's better than a timer because a timer would make the controls feel clunky and unresponsive (and really, DUST has a serious problem with this already).

thats basicelly the same thing im saying same thing i said but i forgot to mention that. force the uncloak animation but you still have to finsish until you are able to fire

The point of the cloaking device is to SNEAK.
Also as I have explained to many many people before you, this current mechanic is unintentional. CCP orginally designed cloaks so you could fire weapons while under the effect, but taking that shot would drain your cloaks energy. A single Shotgun or Sniper round would be enough to completly use all the energy, then add an additional recharge penalty for using it all up. So in effect you could shoot someone while cloaked but would then be unable to cloak again for 30 secs, often sealing your doom.
However the community expressed there disapproval of the idea very early on, so CCP changed so you were forced to decloak before committing offensive actions. However they also decided to take out the code for penalties (as it wouldn't be needed). So if the current state of cloaks was intentional then CCP would have left in the penalty.
This is why people want it fixed, its unintended and down right annoying.
Unless your a Computer Scientist don't tell me how Game Mechanics Work.

Not having your weapon out when someone opens fire already puts you at a fair disadvantage. |

Or make it return damage (damage to the shooter) based on how much longer the cloak has to decloak.
cloak has 100% time left to decloak, you receive 100% damage, foe receives 0%. cloak has 37% time left to decloak, you receive 37% damage, foe receives 63%.
