You would end up having one character with passive SP gain that could be augmented by cost and then transfer to your alt which you suddenly dont have to pay for to make functional passively. Not to mention it would reflect the current problem of people creating and deleting characters just to transfer ISK but instead it would be the much more valuable SP. anyway that is how I understood your terribly described idea.
