CPM and CCP has hinted that 1.8 was the last patch in Uprising. The next patch we should expect will be the expansion release. Meanwhile, CCP Logibro let us know that there is a slot layout and PG/CPU rebalance in the works.
Initially, I thought the slot layout and PG/CPU rebalance would hit with the expansion until I saw CCP hotfix the scout slot layouts... which made me realize those changes are all server-side. We could, potentially, have the slot layout and PG/CPU rebalance before the expansion hits.
Thoughts? Comments? Emotional outbursts?
He imposes order on the chaos of organic evolution...

They should make changes in the code to make as many balancing parameters as possible able to be changed server-side. Every constant, or variable should be possible to modify on the server. Have an update_values() function that fires on login to check if there have been changes, if so it will request them and update those numbers on disk. I'm sure this already exists, but it seems there are still many numbers being hardcoded that shouldn't be.

This proves they could make many more frequent and incremental adjustments if they wanted to ease into some balance problems. I think the RR could be dialed down another 1% and still be slightly OP.
There will be bullets. ACR+SMG

Unlikely in my opinion. FanFest is coming. People who don't play DUST or EVE know about it because of the silliness of the whole thing (the country fills up; people have to basically camp outside because every hotel and bed is booked.) People that play EVE may not play DUST because of the console thing. FanFest always has the big announcements. They want to "wow" the world.
For the EVE players that don't play DUST: "we have decided the easiest way to bridge the gap between the PC and PS3 is simple: remove the gap. DUST 514 will be coming to PC's in the next several months. Did I miss anything?" "Yeah, Guard you did. You must be drunk if you forgot that we are also getting full Playstation 4 support."
For the DUST players: "We have listened to your criticisms and suggestions. We are re-balancing suits to give them a more defined role. I know all of you have been in the forums and in game just saying 'Why should I be an Assault? I am not getting anything out of it.' This will no longer be the case as we have implemented a new Assault only equipment slot: jet packs."
That would "wow" the crowd. You want to stack as much stuff on there as humanly possible. This is why last year's FanFest, in hindsight, was a bloody joke. So much announced, so little released. Because of this, going with what Jenza Aranda said: "CCP has learned from their mistakes", they are only going to announce things that are already done or a week from being completed so they don't get a repeat of 2013. By holding on to all their stuff, they have a better chance of the "wow" bit. I would bet the ONLY reason why racial parity for suits hit in 1.8 rather than FanFest is because saying "we have Racial Parity!" this year would result in drunk people shouting "YOU SAID THAT LAST YEAR!"

What you say is true, but how would CCP moving some slots and PG/CPU around be a big announcement? Jet packs and PS4/PC support is huge. "AND WE'RE GIVING THE CALDARI ASSAULT ONE MORE LOW SLOT!!!" would not cause the crowd to erupt into applause.

Well there are 2 maps that were nearly finished months ago. So expect at least 3 Pilot suits have been in the works since forever.
Unless your a Computer Scientist don't tell me how Game Mechanics Work.

Anything that isn't media assets (models, textures) or anything else that would take an impractically long time to download per game should be server-side and thus not require a hotfix to modify.
I don't know what their architecture is like, however, so it may be different, but that's how I'd do it.
Source: I'm a web developer. There are similarities in the work I do and what CCP does, but they aren't the same thing so don't take my word for it.

You're talking about 1 request per login and most of the time there won't be changes. I'm pretty sure they already do something like this already, it should just have more values they can update.
