I need some help with it I just cant figure it out.
I want a 1-2 sec delay because a 4-6 sec delay and I'll be dead.

I just made a fit on protofits.com to see if it was possible to do what you were asking.
The short answer is yes (Shield Recharge Delay of 2.33 seconds
The long answer is that you would need to fit three complex regulators on your suit, but you would most likely be gimped competitively. On top of that, you would need to fit another complex energizer/recharger to get a decent Shield recharge rate, and at that point you might as well just run scout and use your slots better.

It's not possible because ccp hates caldari.
Cal logi used to get around half a second with their regulator bonus and 4 complex regs but they had their CPU nerfed and the reg bonus was taken away.

Stack as many complex shield regulators as you can, and don't stack shield regulators since they have a penalty to depleted shield recharge delay (maybe use energizers or rechargers instead), I doubt its possible to get it that low though.

Cal logi was also the best suit in the game for many months until they got the nerfs that brought them in line.

You're better off getting more buffer e/hp and using cover between skirmishes. Shield tanking was meant to be a skirmishing hit and hide kind of thing.
Leave the standing around getting whacked to the armor tanks with rep logis. |

Roll a Caldari Light suit then. They are low ehp and high recharge.
Even with high regen you still have to hide because taking damage stops recharge on shields. |

Well, Cal Logi or assault and stack Regulators.
Dont use more than 2 Extenders since they have a penalty.

On a medium frame? I haven't been able to this best i got was maybe a 3-4 seconds but my current regen scout gets that much regen easy, with 50 hp/s regen. But if you go full complex regulators on your lows of a proto suit, that should get the job done(barely) your best bet is a cal logi though |
