DUST 514 is a part of EVE Online.
EVE Online is a PC-exclusive massively multiplayer game set in space, where you fly around in spaceships and stuff.
The races we play as in DUST are established in the lore of EVE Online. The game universe is called "New Eden", and New Eden has its own established rules. Creating a new race would require a LOT of new lore, and is unlikely to happen any time soon. Also, unique "special abilities" for each race wouldn't work when you're meant to be a genetically engineered immortal super-soldier who gets reborn into a new body every time they die.
Bounties are something which already exist EVE-side in New Eden, so that's an awesome idea and one that's been proposed many times.
Being able to sell things back would be a poor "band aid" fix for something that's already supposed to be in the works for DUST. We're not going to be relying entirely on the developer-provided market forever. A big part of EVE is that the marketplace is player-controlled and player-generated. DUST will have a player-driven market in the future, and that's better than adding a "sell back" option to the current store we have available.
As for a mode being exclusive to Shotgunners and Nova Knifers, just no. A big part of DUST is the combined-arms aspect. When they introduce arena battles to the game (these are supposed to be coming in 2013... good luck seeing them before 2020), there should be options to limit or ban various suits, weapons, etc. and create a custom mode like this. Until then, no.
