Remove the dampening bonus while cloaked. In eve, cloaks only make you invisible, and confer no signature advantage. This would make running profile dampeners more meaningful, as you couldn't rely on your cloak to protect you. Meaning brick tankers can stack armor, but pay for it by being found easier.
Best PVE idea I've seen.

This seems like treating the symptom to me.
Brick scouts are the apparent issue here, not cloaks.
Perhaps have scouts suffer 2x the penalties for equipping HP modules?
That way a Scout with 4 Complex Plates will move about as slow as a heavy, and a scout with 4 Extenders will have a recharge delay longer than a Med Frames...
...Wow. I didn't think the math would work out so well for this! I'm beginning to think this is the perfect solution for this.

This is something I think I could get behind. Basically just stripping Cloaked Scouts of that free Complex Dampener. Given how low a Scout's profile already is, I don't really see anything wrong with more strongly encouraging them to run one more Dampener.

I would agree with this if it weren't for the fact that while moving any cloaked individual shimmers, when firing they need to decloak and the cloak has a maximum charge time of 80 seconds after which it must be recharged. The dampening only helps anyways for the tacnet and hitscanning so you really have no reason for this to be an issue. Be more vigilant in your gun sweep to avoid getting ghosted.

I speak as a scout. It makes people sacrifice their tank to remain undetected, as I do, or they can brick tank and can be found easier.
