This is eve. It's just planetside in fps form. Same universe, same races, same rules. gallente use drones or hybrids. Caldari use missiles or hybrids.
The problem with this game is it's not enough like eve. Eve has balance, dust needs to take advantage of this.

Dust should reflect this Would be nice, however you would just see every gal running around with rr best damage and range , why would you use anything else. But if the CalAssault had a range bonus for hybrid weapons, they'd be able to kill the GalAssault with their longer-range RR before it closed in enough to hit. ...which is exactly why the same dynamic can't be transferred over from EVE.
Back to the main topic though, Plasma Cannon, Shotgun, Assault Rifle and Ion Pistol are all treated as Blaster weapons.
That's a joke right? A caldari suit should out range a gallente suit. Theres nothing wrong with that. I've seen two or three people who say it can't work and I've yet to see one valid reason why.

Balancing with range and damage bonuses works great in a game where your aim is controlled by AI. It doesn't work so well when players are aiming manually (even with aim assist). That type of balance works in EVE because of how the gameplay works in EVE. Id doesn't work in DUST for the same reason.
Do you have an example of it not working in dust or are you just assuming it won't because you don't have an actual explanation for why it wouldn't?

Open beta. Level 5 Sharpshooter was god tier compared with using Prototype weapons with Prototype s kills to give massive damage buffs. We had longer TTK than we do now, the gap in damage between Standard and Proto was larger, the skills which gave passive damage buffs gave larger buffs than we get now, and applied to both shields and armour instead of just one or the other. In spite of that, having the extra range from Sharpshooter skill was easily enough to tip the balance in favour of a Standard AR fighting against a Prototype model without the Sharpshooter skill. If they give Caldari a range buff for Blaster weapons and Gallente a damage buff, Caldari will have LONG RANGE SHOTGUNS, and will be killing with RR from outside the range anyone else can even hit targets with the same weapon. IT. DOESN'T. WORK. IN. A. SHOOTER.
Thats a lie. A caldari rr wouldn't have so much range that other rrs can't hit it. It'd have a wider optimal range and and still gets beat by a laser rifle. Shotguns need more range as is so that's just another plus. It's not like he's gonna be out at 200meters killing people lol. So were up to no explanation, lies and a skill that's no longer in the game lol.

That giving one suit a range bonus would end up with that suit having longer range than suits without the range bonus? Or that when they had a bonus which gave your weapons longer range, it gave a larger advantage than stacking multiple skills which give more damage? I used the Sharpshooter skill as exactly what you asked for - EVIDENCE THAT IT DOESN'T WORK IN A SHOOTER. The skill was removed from the game BECAUSE IT DIDN'T WORK IN A SHOOTER. Bringing it back as a suit bonus WOULD NOT WORK EITHER. And lol no sharp shooter isn't what I'm talking about at all. Your grasping for straws. one suit that sees limited use as is is hardly comparable to a skill that's passive at any given moment. and no having increased range would add variety to fittings which is something this game needs. oh you use shotguns on a scout your cool. Try it on an assault.
