So, I'm guessing that starter fits are the way they are because only medium suits were available for every race at the time, and also because militia versions of all weapons have not been made yet, so here's what I think.
MIlitia versions of all weapons, its been a long time since any new militia weapons have been added, and now we have even more weapons in the game. At the very least we should see rail rifle, scrambler, and combat rifle, but really there isnt much reason why we couldn't see all weapons getting a militia version.
Second, officer weapons, same boat as militia weapons, there haven't been any added to the game for the new weapon types.
For starter fits, here's how I see them breaking down.
Frontline: militia medium, main rifle and main pistol for your starting race
Medic: militia medium, main rifle, and main smg for your starting race since not all smg are in the game, magsec would be for caldari and amarr, smg would be for minmitar and gallenta
Light AV: militia medium, main light av weapon, and main smg for your starting race since av weapon isnt for every race yet, plasma cannon for gallente and amarr, swarm launcher for caldari and minmitar
Heavy AV: militia heavy, militia forge gun if more heavy AV weapons get added for each race, then the starting fit should be updated to have militia versions of their weapon swapped into this fit instead.
Scout: militia light, militia shotgun, militia pistol for your starting race shotgun could be replaced with different weapon if each race gets their own CQC weapon that fits good with scout style. |

And the sniper fit would be removed, because you could just take the frontline fit and replace the main weapon with a sniper rifle if you wanted to.
while i think some weapons would be too OP for militia form, i agree all racial rifles need to get militia variants. and all racial sidearms should too. but not all races have their own smg's, AV weapons, heavy weapons, and sniper rifles... yet. CCP says "soon (TM)." add a sniper starter fit to the list, give the 'heavy AV'. a sidearm, make the heavy AV just heavy, becasue we are only getting one heavy weapon per race (Gallente plasma mortar and Amarr scrambler lance are coming), and give the medic a nanite injector. wait for each race to get their proper wepons first rather than sharing weapons, then i'll agree.

Yeah I was really just focusing on the weapons not the equipment, but yeah I'd have there be a sidearm on the heavy too, just forgot it. |

i see it a bit diffrently
frontline mlt med main rifle smg grenade(locus for mim and cal, fkux for ammar and gal)
support mlt med alternate light weapon( shotgun,sniper,md,laser rifle) pistol equipment
heavy mlt heavy heavy weapon smg
av mlt med light av smg av nade
