So, in classic CCP fashion, they go ahead and buff railtanks (despite the range nerf) by addressing hardeners, while completely ignoring damage mods, railgun RoF, or the redline (which is a festering wound that can't be hotfixed). So while you won't be insta gib'd from halfway across the map, now you simply have no defenses against damage stacked rails when you go into that side of the map. Before you could use two hardeners to attempt to escape that damage, as a single hardener is not enough damage mitigation against double damage mods, never mind triple.
Forge guns already we very balanced against the Incubus in particular, and while this 15% may not completely push things over the edge, it is certainly a large buff for any forge gunner who can aim. CCP doesn't address swarm launchers, presumably because it's a deeper coding issue and isn't something they can hotfix.
The redline is the main issue with railguns, as it's a failed mechanic that does nothing to help the game, prevent spawn camping, or offer a safe place to regroup. It is nothing short of a failure that makes balancing the game impossible and ensures that maps are NEVER opened up beyond where they are now. It encourages fitting glass tanks with damage mods that are so incredibly good that CCP actually forgot they exist, since you can fit all gank and no tank with no down sides (and now you can't counter them with your own rail unless you pull it deep into the field where it is highly vulnerable, and the redline tank is still safe and cozy)
GG CCP. Why don't you try treating the sickness instead of the symptom? Railgun range was annoying, not broken. Railgun RoF and Damage mods are broken.

The thing is, these are not the only mods with stacking issues in the game... Just look at how abused brick tanking is. I even abuse it.

Look at triple rep Madrugars, which will now be just that much more popular. CCP is actively seeking to reduce variety in the game, and reduce it to a 100% passive state where everyone brick tanks and avoids active modules.

You don't need arbitrary caps to de incentivise Hardeners and Damage modules. Making their efficiency in as a module smaller than their costs to fit you have modules that sure you can stack......but at the heavy detriment of other aspect of your vehicle. I don't think anything fitting wise in dust should be prevented....... but incentivised and deincentivised..... heck yes.

I think many of us have given up on complicated fixes, since CCP clearly doesn't want that. Right now, for now, I think we just want to have a very basic, simple fix. Not allowing these to be stacked would be a simple fix, if only a temporary one.
