 There are many factors which can modify the "best loadout combination".
 
 In the end, you'll be best off finding something you like and giving it the old trial and error.

 start with a suit that fits your playstyle and gets bonuses to things you think would be useful. next get a gun that you like. finally add modules that extenuate the strengths of the suit and minimize it's weaknesses. you now have the best possible loadout.

 go crazy with militia modules to get a hang for them. Make all sorts of crazy suits with all sorts of weapons and fittings. They're cheap so if you die you won't lose a ton of isk. Then as you play the game take notes.
 Would you have succeeded if stayed alive if you could have hacked that cru 1 second faster? Do you die but leave the enemy with a sliver of health? Do you find yourself getting stuck and wishing you had more stamina? Are you frustrated about getting scanned often?
 
 From there look over your notes and see which situations came up more often and start allocating your sp to the modules which help you out most. Then start doing some math to see how much sp it would take to get to a certain level, and whether the pay off is worth it (such as 36000 sp for an extra 5%! Good deal!; 700,000 sp for an extra 2%, not a good deal). Eventually you'll start building your own playstyle and a character tuned to your actions.
 
 also as a side note, don't go after fotm builds (they eventually get nerfed*). play with what you want and how you want. Have fun, and hey, it's just a video game so who cares if someone tells you your fittings are dumb. If that's how you want to play,
 that's how you should play.
 
 *but it usually takes CCP a long time to do anything about fotm, so if you think it's worth risking an eventual nerf go for it.

 These are just example fittings...if you are a new player you probably won't be able to fit your suit exactly like this, but hopefully it helps.
 
 The minmatar logi is a great versatile suit to start out with. Not saying it's very good in combat, but with the right loadouts you can be pretty effective with it.
 
 Either way, because minmatar is versatile for both shields and armor, these fittings can adjusted quite easily to fit other racial frames. Be sure to check out my other videos too if you want to see some of these suits in action.

 First, make some alts. For each alt, decide exactly what you want to use it for, what it's primary role is going to be. The advice to try things out using the militia modules is good - make 10 fittings then vary it a bit and make ten more until you find something that feels good and that you find fun to play.
 
 Be aware that at the moment scouts have a big advantage in battlefield awareness/stealt through their suit bonuses but it does depend heavily on your skillpoints invested in the suit and the scanning skills. Imo if you do have some points in scanning that would be a good route to go. An advanced gallente scout can have a good armor tank and give you a chance to see the bad guys coming before they see you.

 It hurts me to say, but this game after yesterday become quite balanced.
