Yes, the reload speed applies to the plasma cannon. Tried it before the new patch on ADV commando with lvl 3 in amarr commando.

Next suit I will be getting (when breach plasma cannon is released) is the gallente commando. CR + Breach plasma cannon going to be a great AV suit.

huch, never heard of the breach plasma cannon. are there concept arts somewhere?

I found some stuff under developement in the SDE, so nothing is confirmed.
