The current clone pack size makes them all but useless for capturing a district. This is a major problem since it restricts entry into PC to those that can buy a district from another corp. Please note that I said entry since corps who are already in PC still have the ability to attack other districts, and potentially conquer them.
Let me break this complaint down a little bit more here. Districts can hold between 300 and 450 clones when they are full. At 120 clones, even assuming that the attacker kills one clone for each clone that they bring (which is not undoable), 3 separate clone pack attacks need to be launched to take a single district holding only 300 clones. The chance of a speedy (within 5 min.) re-attack is almost nil since the defenders only need to kill 21 clones to prevent this. The total cost for three clone pack attacks on a district is 108 mil isk which is a lot for a corp hoping to break into PC.
Clone pack sizes need to be raised to at least 150 clones per pack to make the instant re-attack a true threat. The costs for these attacks need to be kept about the same to make PC something that every corp can aspire to participate in, rather than just a few super-wealthy ++ber corps.
There are, of course, other problems with PC but changing the clone pack size would be a large step in the right direction.

Small corps have never been excluded. In fact, some of the smaller corps are the ones who own PC right now. The issue is that taking a district is all but impossible in PC's current form.
