I know we've talked about this, but, I think I got an idea what is going on. Some people say their hacking doesn't speed up in the Min Scout. Some people say it does. I say, its both.
Currently, you spawn in with Passive-less health, eventually regening it. I've noted that while I am still waiting for my health to 'correct' itself, I hack pretty slow. However, once my health corrects itself, I hack at lightning speeds. If anyone else wants to give it a shot, that would be great.
Also, I feel that ALL passives seem to be bugged at that point, the Minmatar Scout has the easiest to measure.

So, other Logi's back off, those are my Warpoints!

Yeah, who knows what that low health bug is affecting elsewhere. It could be failing to factor any skills upon deployment.

All passive skills seemed to be bugged at the moment. Aside from the passive HP boost bug that everyone has experienced when spawning in or switching suits, I had a moment earlier in a PC where I pulled out an SMG in my Advanced Minmatar Assault suit and it had the standard 80 round clip for a few seconds before fixing itself and jumping up to 92 to match my Minmatar Assault skill level.
It MAY be a coding issue involving the checks for passive skill bonuses that is causing them to take awhile to actually be applied, but that's just my thoughts... it may be something server side or even something completely unknown.

It would explain the stupid behavior the game has been demonstrating so far. How about your take on the wild variations of when the health resets? That is really confusing personally. Sometimes it is walking around, or getting into a vehicle.
How could 1.8 have shipped in this condition? Every single suit I deployed arrived in a bugged condition. Pretty amazing if you thought that the goal was to ship bugs and not the exact opposite. Uninitialized variables are such an ugly problem, it's even worse in OOP.
And so it goes.

Thanks, this is useful information. Minmatar have the easier to spot bonuses, I'm curious how commandos are doing with their reload? Though, it may exclusively be racial bonuses, not role bonuses. I may test more.

I don't think this is just a hacking issue. I think a number of skills aren't being taken into account.
I think this is why my ehp is showing up 35 ehp lower, and I got scanned while cloaked, equipping an enh dampener, with lvl 5 dampening.
I need to run the numbers to be sure, but I don't think there is a scanner that should be able to do that. The only thing that makes sense to me, is that every now and again (maybe on a game by game basis) certain skill bonuses are not being applied.

Yes, its in the known bugs list now, most passive skills aren't counting upon spawn.
As to your number crunching, a Gallente Logi is the likely culprit. With Damp V and Complex, only a Gallente Logi with a Proto Scanner can scan my suit. With my cloak, only one scanner can get me. The health is the one issue everyone can see.
