IMO this is how the cloak should work.
Stark still - invisible Crouch walking - barely visible Slow walk - barely visible Normal walk - visible Sprinting - highly visible
Currently the way the cloak works is if you're stark still, you're as invisible as the air around you, but if you move even one atom of your body, you light up like a fireworks display on the Fourth of July.
I could list the ways how we Amarr are better than you, but your lesser mind wouldn't comprehend it.

I my experience the cloak effect is still visible even when standing perfectly still. I've killed a lot of scouts today who were trying to hide in the corner. Of course, I pay more attention to my field of view than I do the TACNET minimap.
I agree with your progression of cloaking. The distortion effect visible when standing still should just become more pronounced the more movement. Not this artificial Christmas tree effect.
The best part of the cloak is that you don't show up on the TACNET radar when people look right at you. In the past, no matter how well dampened you were, if someone swung their field of view across your position you briefly appeared on the TACNET radar which conditioned people to just stare at the radar and only bother to look at the rest of the screen when a radar blip appears. |

It does seem a bit, meh, its pre-nerfed, walking speed should be enough for you to slip through an active firefight, prehaps what they should do is have crouching (even while moving reduce the glimmer effect, then that way you can actually use the cloak to make progress.
Other than that 1 little flaw I think they are perfect, execution is astounding (almost very good jpb CCP)
Unless your a Computer Scientist don't tell me how Game Mechanics Work.

Only because their muscle memory hasnt dialed into the new effect. Once people become attuned to it, you may as well not be cloaked.
