If the Mk.0 has 5 high slots and 2 low, why doesn't the Ak.0 have 2 high slots and 5 low?
Amarr are the armor tankers...I mean I've been okay with it for a while but wouldn't it make sense to give them the 5 low slots so they can stack on like 4 armor plates and 1 armor rep with 2 damage mods?

They make no sense. Slot, CPU and PG rebalancing coming later.

What this guy said...
Also, dropsuits will never be perfect inverses of one another so get that idea of our your head. There are other attributes beside slot layout at play here. Sprint speed, base eHP, base CPU/PG, etc. all effect how many slots a dropsuit should have.

It's also strange considering that, per lore, Minnies are supposed to be relatively apt at both shield and armor tanking, with speed thrown in to compensate for the (generally) less EHP attainable by their hulls.

I guess so.
I'm just playing around on Protofits right now.
Seems like an endgame Amarr Assault is the best at dual-tanking both in actually getting there and being viable, with the latter being the real piece of gold.
The endgame Minmatar Assault I made is pretty decent actually, with lots of tanking, no movement reduction, armor rep, shield regulator, and some versatility in the weapon area.
Oddly enough, I'm having trouble fitting my endgame Gallente the way I wanted...Probably need to change it up a little.
I think the Caldari endgame has a lot more versatility with modules. You can stack shields of course, which is recommended for them, and then you can add on modules for boosting rep in the high slots and regulating rep time in the low slots. There's also range amplifiers and then some...
It might not be as bad as I made it out to be.
