Gather 'round the supply depot recruits. It's time to have another talk about scanning again with old 'Papa' Hannari.
First, a quick refresher for those of you that have been around for a while and an introduction for all the new recruits.
Passive scanning is about picking up the electronic noise given off by all the plasma generators, shield emitters, music players and fusion reactors on your suits. You want your profile to be as small as possible and you want your passive detectors to sense the quietest signal possible. Lower is better for both and it's a race to the bottom between you and the enemy.
Second, passive scanning is about the short range sensors on your suit. Those are normally 10 meters for most suits in untrained hands to around 100 meters for a fully tricked out Gallente Scout with prototype range enhancers. Your eyes are still important for spotting the enemy and your weapon's sensors will also report an enemy at great range if pointed directly at them. Your passive profile is not affected by firing your weapon, sprinting or crouching. You can also be passively scanned through walls and structures.
One important thing to note: your passive scanner can lag a bit and a fast moving target can get up behind you before they ping on your radar. Keep your head on a swivel and maintain situational awareness.
The TACNET display is the radar in the top left of your head's up display. When you are not in a vehicle the first ring is at 20 meters, the second at 65 m and the maximum range is 100 m. I haven't tested vehicles and they may have different ranges. Visual range is 30 degrees off axis to about the first tick mark past the second ring or around 80 m.
Now, here is where things get tricky. The last time I gave this speech I had a list of rules so you don't have to figure out all the complex combinations. This time it just got a whole lot more complicated but I'll do my best to provide some basic rules.
While heavy suit passive scanners are weak they are now able to detect other heavies and a soldier fully trained in profile precision can even detect untrained and undampened assault suits. This is a big difference from before where heavies were basically blind. Keep an eye on these behemoths.
Untrained scouts can't detect other scout suits anymore. Trained scouts are in a profile war with the Gallente the masters of hiding, the Caldari the masters of detecting and the Amarr and Minmatar hoping they are ignored while they go hunt other prey. I'll post a link to a table that shows just how complicated this all gets after the lesson. Real scouts need to study that table and decide their own sweet spot for balancing hiding and detecting along with retaining the ability kill.
It is possible for medium and heavy frames to hide from lower skilled scouts but for all but dedicated specialists its best to just not try. Count on being seen.
It used to be common that Logistics specialists would not appear on Assault's TACNET but that has changed. This was a nice ability as quite often just hiding around a corner was enough to let a pack of wild Assaults run past. Now, I recommend all Logistics that relied on this technique to train dampening to 5 to get your profile down to 45 dB and maybe even fit a dampener. This isn't to hide from scouts, because they will see you, but to hide from skilled Assaults looking to shoot you in the face.
Now, the Caldari have been so nice to through a wrench into the whole scanning mechanic. They are releasing a Cloaking module that makes you mostly invisible and decreases your profile by an additional 25%. This can put a medium frame under the sensitivity of scouts that aren't packing precision enhancers and makes the whole scout world a lot more interesting. The good news is that scouts have to keep fiddling with their cortex to keep the cloak active and it runs out of energy after a bit over a minute in best cases. They can't aim a weapon at you without dropping the cloak so listen for the decloaking sound.
Active scanners have been changed too. You can no longer dance around the battlefield spinning like a 5 year old Gallente girl with one. Scanners are now required to face in one direction to get a proper scan. The Gallente have figured out how to make them more sensitive and have upgraded their Logistics' suits to support them.
Basically, standard scanners are nearly useless except for finding rookies and heavies, advanced scanners are good for picking up the majority of the medium frames and bring a fully trained Gallente Logistics specialist with prototype scanner to hunt down scouts. You won't catch them all but it's your best bet.

Because of all the variables you might want to create an interactive table where you can plug in your skills and see how high you might want to take them.

Thanks for the update. I have some questions though.
If I have Caldari scout level 5, and precision enhancement level 5, what can hide from me? what precision enhancers will let me see them (combination of quantity and tier; like 2 enhanced precision mods lets me detect X, or Y complex precision mods lets me detect X, or 2 basic and 1 enhanced precision enhancer lets me detect Z). What if my precision enhancement is only 3?

I didn't create the Google spreadsheet above but with some tweaking you can probably add a feature to be able to set your own skills and combinations. I'm busy with work right now but will look at doing that SoonGäó if nobody beats me to it. I tried once before but there are plenty of variables to make it really complicated.
Hmm... maybe a little web app would be easier...

Quick question: if I was to set up a sensor scout, that means using Precision Enhancers and Range Extenders could I use myself as a proximity UAV for my squad (only for the 6 of us)? In other words do my passive scans get shared through TACNet?

I've heard reports that passive scanning is working for squads but after running a test in Uprising 1.8 I found it unreliable. My squad mate said he had most of the enemy team on his passive and I'd see one red intermittently. Passive is not supposed to be shared so this is probably a bug.

I need to update a section on how to hide from scanners in my Sniper Guide. The spreadsheet you created will be very helpful, but can you verify for me what the base profile is for each suit type (before skills and modules)? Did it change in 1.8 or is it still: 45dB (Light), 50dB (Medium), and 65dB (Heavy)?
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.
