I am sick and tired of people stealing my vehicles. The person who called in the vehicle should be the only one allowed to get into the driver seat unless it is hacked by the opposing team. Everyone else should be allowed to get into the additional seats or turrets.

You should know better not to get out of you're vehicle and leave it unsupervised.

But then you wouldn't be able to steal enemy vehicles.
Assassin is correct though, if you are driving a tank you should never hop out for any reason (unless it's about to blow and you are using an expensive dropsuite for some reason). As far as LAVs, until the specialized ones are released I don't see why anyone's car would be expensive enough to care.

Vehicle Locks should be a switch that's on by default that you can deactivate from the module selection wheel. That way people can let blues and squadmates in right away if they want to, and can keep the vehicle locked if they want to, and everyone is happy.

you know what would go really far, if the blue was required to hack a blue vehicle. maybe something like that is easier to code in?

I only used advance turrets and mine are a good 80k-100k isk, which is a decent chunk of isk. I have friends whose LAVs are around 160k isk, which is more than a good sized chunk of isk. Sure they aren't as expensive as an Assault Dropship or a tank with a Proto Turret, but they cost more than a fair amount of Proto Suits and your suits cannot be stolen by blues.
It also takes one person to use your suit and you can usually get more kills with your suit. If an LAV driver runs solo they have potential to do good but they leave themselves very open to AV and blues.
That being said anyone should be able to get in the driver seat, as I have been in many situations where if I could not get into the drivers seat of a friends LAV they would have lost it.

In Eve Online, you are not allowed to board other people's ships unless you have the operational skills for it trained up already. This still allows proficient players to steal ships from each other while keeping the new players from committing grand theft spaceship. Seems balanced to me.

I joined a random game with my alt and the squad I jumped in just happened to be tanking and have an extra seat so I jumped in. Whenever they got to a point they would sit and wait for a bb to hack it (I took the liberty of jumping out since I was just a gunner).
While on this toon I witnessed a teammate hop out and hack a point, he was then killed. I wasn't prepared for a fight and didn't want his tank to get hacked so I attempted to return it to him(failed). Had he stayed in the tank he could've dealt with the guy and I could've hacked the point for him.
Might I suggest equipping a MCRU. This way players can spawn on you and hack the point. If you don't have a gunner seat then the BBs would spawn next to your tank.

Do you need to hack the ship in order to steal it? Ships are the lifeblood of EVE. Dropsuites are the same for DUST while the vehicles are just war tools.
Don't get me wrong, I'm not 100% against the idea. I would be ok with a "Hot Wire" skill that grants you the ability to steal enemy vehicles without needing to skill into the actual vehicle.
As far as getting in the driver seat of friendly vehicles you have to keep in mind that if you die before getting in you will have to rely on your team to keep your vehicle safe until you return. This is much easier if they can hop in and gun down anyone that approaches (10% of BBs actually care).

huh....I guess. At least this way if you get jacked it's 100% your fault instead of 80%(now).
