Alright so I'm not going to get into detail about this because I've had a few support tickets but, whatever.
We need a CPSA function in Dust 514 for multiple reasons. None more important than when someone is going out of their way to do everything humanly possible to spam your mailbox because they're pissed at you for something they don't even remember anymore.
For instance. Player A pisses off Player B, player B sends hate-mail and gets blocked. Player B then goes out of his way to use every single alt in his potential ISK farm to send messages to player A and when he can't do that, he gets corp mates to send the messages for him.
Thereby, CPSA service. Player-set ISK charge everytime someone messages you. Works in Eve, will work wonders in Dust 514. If someone wants to send me messages they better be prepared to drop 2,000,000 ISK everytime they do it. If I had my way, it would be in the billions.
